Despite producing approximately 240,000 engineering graduates every year, institutes of higher education in India

graduate less than 1,000 engineering Ph.D.’s annually, because a vast majority of these students enroll in advanced

degree programs in the United States or are absorbed by foreign job markets, according to an article in The

Chronicle of Higher Education (“India's Engineering Schools Losing Grads to U.S. Colleges, Jobs,” May 23, 2008).

This is true even at the seven of the country’s most highly-praised technology institutes where only one percent of

students earning bachelor of technology degrees choose to pursue master's degrees, and only two percent of master’s

degree recipients choose to pursue doctorate degrees.

At the Institute of Technology in Mumbai, 60 percent of the school’s engineering undergraduates choose foreign work

or research internships at schools abroad like the University of Southern California or the

Georgia Institute of Technology, with the intention of landing a spot in a

U.S. graduate school or a position in a company outside India, according to another article in The Chronicle of

Higher Education (“Elite Engineering School in

India Bans Foreign Internships,” June 4, 2008).

In an attempt to reverse that trend and to encourage Indian engineers to pursue graduate studies or technical

careers in India, the institute in Mumbai will no longer permit its students to partake in foreign research projects

or foreign internships beginning in July.

Instead, undergraduate students will be required to work for an Indian research organization or company to earn

academic credit for students’ mandatory internships.

“This move should help the students and the country,” said Ashok Misra, director of the Mumbai institute. “We want

our students to see the excitement of engineering companies in India. We want our industry to see our exciting

students.”

Twelve academic institutions in California recently received approximately $271 million in grant money from a state

agency to construct laboratories for stem-cell research, according to an article in The Chronicle of Higher

Education (“In California, Millions Are Distributed for Stem-Cell

Research,” May 8, 2008).

The funds, divided into 12 grants, represent the largest single chunk of money distributed from a $3 billion bond

authorized by Californians in 2004 to help make the state the world leader in stem cell research.

The University of California system is the largest recipient of the grant money, where 9 of its 10 campuses were

grantees. Such well-known institutions as Stanford University, The Scripps Research Institute, and the University of Southern California also received funding.

"We're very excited about what has been made possible today," said Arnold Kriegstein, director of the Institute for Regeneration Medicine at the University of

California at San Francisco, another grant recipient.

The grants will be used for the construction of approximately 800,000 square feet of research labs, which will be

manned by about 2,200 graduate students, faculty members, postdoctoral researchers, and scientists.

Scientists will use the new facilities to study stem cells, the precursors to every type of cell in humans, in an

effort to better understand diseases and to develop clinical studies of new therapies and grow replacement tissue

for the body, according to the Chronicle.

This year’s MBA graduates will be seeing a sluggish economy and perhaps even bleak job prospects. Yet many
high-profile business leaders returning to their alma maters as commencement speakers are expected to remain upbeat
in their remarks to students, writes Kelly Bronk of BusinessWeek (“Graduation Talks Accentuate the Positive,” April 24, 2008).

Top business schools that have landed Jeff Bezos, CEO of Amazon, or Jeff Immelt, CEO of General Electric for their commencement ceremonies, tend to want
their speakers to keep things positive, yet realistic when addressing students this year.

Graduation “is all about the kids,” James Ellis, dean of the University of Southern California Marshall School of Business, told Bronk. Holli Budd, associate dean for
MBA administration and external affairs at the University of Rochester Simon Graduate School of
Business commented, “It’s a time to celebrate their success and their future.”

In an effort to do just that, J. Peter Simon, son of Rochester business school's late benefactor William E. Simon,
will tend toward optimistic remarks as opposed to focusing on the doom and gloom of a potential U.S. recession.

Robert Rodriguez, CEO of First Pacific Advisors and alumnus of USC’s Marshall School, may convey
similar sentiments to students. Dean Ellis expects Rodriguez to empathize with students regarding the difficult
economy, but also tackle what students can do to conquer the challenges ahead.

Kim, vice president for student services at the USC Credit Union, told The Chronicle.

The USC Credit Union provided 30 percent of all federal student loans at the University of Southern California last year, and Kim believes the USC Credit Union could double its student loan lending to $200 million to provide financing for any students unable to find another lender.

Although Kim thinks the credit union might find a way to double its student loans even without the nonprofit subsidy, the nonprofit rate would help.

One of the key selling points in the credit unions’ lobbying efforts, Basken writes, may be the fact that credit unions have a ready pool of capital — their customer deposits — from which to lend. In contrast, nonbank lenders, who don’t hold funding capital, must find external funding sources for their student loans and thus have been more vulnerable to the liquidity crisis that’s followed the fallout in mortgage lending.

Joining Kim’s Southern California credit-union group in lobbying Congress next week for the nonprofit subsidy rate are the UW Credit Union, serving universities in Wisconsin, and the University Federal Credit Union, which serves more than 100 colleges and employers in central Texas.

More, but Still Not Enough

An advisor from Senator Edward Kennedy’s office recently expressed support for the credit unions’ request that their proposal for inclusion in the nonprofit subsidy rate be added to the legislation for reauthorization of the Higher Education Act currently before Congress.

Kantrowitz believes that the credit unions’ subsidy proposal is reasonable since they’re nonprofit entities whose earnings don’t benefit outside investors.

On the other hand, he says, the additional loan volume credit unions could provide for the federally backed student loan program will likely not be enough to staunch the tide of students that may potentially be unable to find lenders this fall.

Kantrowitz further points out that among the 100 largest lenders in the federal student loan program, only three are credit unions.

“If credit unions can double their volume, that’s a 5-percent solution,” Kantrowitz says. “It could be part of the solution, but not even close to the entire solution.”

The internet has completely
changed the way college campuses operate, from class offerings and registration
to college admissions and financial aid services. Now the technology is changing
the way campuses deliver and receive mail. As more college students gravitate
to online shopping, college and university mailrooms are overhauling their mail
processing operations to accommodate the influx of packages.

Some pretty bizarre ones at
that.

Car tires, barbecues, dishwashers,
ant farms and air conditioners are just some of the orders college students are
having mailed to their dorm rooms, according to a New York Times article by Jonathan D. Glater (“Majoring
in Mailroom Management,” Nov. 21, 2007).

When students make their online
purchases they often give little thought to the cost let alone the effect their
shipping volume or types of packages they’re ordering will have on the mail
processing centers at their schools. But for some schools, the adjustment has
not been simple or cheap.

Revolutionizing the Mailroom At a Cost

The University
of Southern California, for example, has experienced double the amount of their
typical package volume in the last four years, expecting to process more than
67,000 packages by the end of this year. It has spent thousands of dollars
adjusting their mail processing systems by building a new highly-complex mailroom
almost as large as half a volleyball court for just one of their residence
halls, Glater reports.

“Some folks don’t realize the
logistical implications,” said Jeff Urdahl, the recently retired director of
housing at USC, told the Times. “It’s
a different world.”

Although online shopping statistics
don’t exist for the college age demographic, according to shop.org, a division of the National Retail Foundation, internet buying increased
nearly $220 billion last year and this year it is expected to top $259 billion.

And how are students paying for
these purchases? Most interviewed for the Times
article said their online shopping splurges are financed by college jobs,
savings and parental allowances, but many students are also resorting to their
good friends Visa, Master Card and American Express.

But students’ online ordering
habits are not only affecting theirs and their parents’ bank accounts, they are
also proving costly for the schools themselves. SUNY Binghamton spent $25,000 to
implement a new bar code scanning system to track the increase of incoming
packages, which rose from 33,000 in 2002 to 57,000 this year. Purchase College, also in New York, spent
$37,000 on a similar system.

For Arizona
State University, the second largest university in the country, the process
became so cumbersome, the school chose to wash its hands clean of the mail distribution
process and turned over all mail responsibilities to UPS.

Mindless Internet Shopping Hurts Students and Schools

The effect of students’ online
spending is not isolated to schools; students’ bank accounts are taking huge
hits as well. Credit and debit card use, necessary for online shopping, makes
it much more difficult for students to keep track of their spending and their
account balances.

Some students told the Times that they may buy something off
the internet three times a week. This has led college students, according to Young
Money, a student financial magazine, to have credit balances averaging
$2,700, and as the popularity of internet shopping continues to rise, these
numbers may only go up.

Students like Sarah Staton, a
first year student at USC, don’t mask their online shopping activities; however
they don’t quite seem to understand the effects it has on their finances.

“I do buy a lot of things, but
it’s O.K. because I buy things that are cheap,” she told the Times. She admits to shopping on the
internet more than two hours a day, especially for shoes. “How can I make a
fashion statement if I don’t have the right shoes that match what I’m wearing?”

With this type of attitude, it looks
like college mail centers and students will have to keep expanding their
wallets.
