New York Attorney General Andrew Cuomo is investigating the relationships between colleges and the health insurance companies they do business with just two years after he launched a similar investigation that uncovered conflicts of interest between some colleges and student loan companies, The New York Times reports (“Cuomo Investigating Colleges’ Deals With Health Insurers,” Nov. 17, 2008).

Investigators will focus on determining if schools adequately disclose the policy terms and costs of their school-sponsored health insurance plans to their students, as well as whether or not insurers offer schools a monetary incentive to require that their students buy health insurance through a particular provider.

In an e-mail message, Benjamin Lawsky, special assistant to the attorney general, wrote “We are primarily focused on whether insurance companies are paying schools to push students into health coverage they don’t really need and shouldn’t really want.”

“With students and their families being financially squeezed at every turn,” he added, “colleges must ensure that they are looking out for students’ best interest first and foremost as opposed to their own financial bottom line.”

Cuomo has requested health insurance–related documents from six State University of New York schools — Binghamton, Buffalo State, Oswego, Purchase, Stony Brook, and the University at Buffalo. Investigators have asked to see copies of the schools’ requests for proposals from insurers, insurance contracts, and the information given to students about the health plans available to them, as well as statistics on the health insurance premiums paid by students.

Four institutions, Georgetown University, Columbia University, Cornell University, and Sarah Lawrence College, said they had received subpoenas.

Parents have complained that some schools require students to purchase school-sponsored health insurance, even though the student is already insured under a family health insurance policy, said James Boyle, president of College Parents of America, an association of parents of college students.

Although “the vast majority of college students” are covered under their parent’s health insurance, most campus health centers don’t accept insurance plans that aren’t affiliated with the school, Boyle added.

“Instead,” he said, “some schools force the student, as a condition of enrollment, to purchase health insurance policies offered by the school.”

Financial Crisis

Harvard University’s whopping $34 billion endowment is declining in the current economic crisis, and the hits could keep coming, wrote university president, Drew Gilpin Faust, in a recent e-mail sent to students and employees (“A Sober Message From Harvard’s President,” The Chronicle of Higher Education, Nov. 10, 2008).

While it is not known just how deep Harvard’s endowment losses go, Moody’s Investors Service projects that the value of college and university endowments, in general, have decreased by 30 percent this fiscal year. For Harvard, the nation’s wealthiest university, that would mean an $11 billion drop.

The declines mean that Harvard will have to make tough choices in the months ahead, Faust wrote, in anticipation of continued losses to an endowment that pays for more than one-third of the university’s operating budget.

“We must recognize that Harvard is not invulnerable to the seismic financial shocks on the larger world,” Faust wrote. “Our own economic landscape has been significantly altered.”

Although markets could improve, she added, “We need to be prepared to absorb unprecedented endowment losses and plan for a period of greater financial constraint.”

Harvard Exploring Cost-Cutting Measures

To cut costs, Harvard is in the process of reviewing its compensation expenses, which account for nearly half of the school’s budget, as well as reassessing its ambitious expansion program, which includes plans to build campus additions across the Charles River.

Like fellow Ivy League schools Brown University and Cornell University, which are delaying planned projects and implementing hiring freezes due to the effects of the economy, Harvard is also considering a budget freeze on all programs and a wage freeze for administrators and faculty. The Faculty of Arts and Sciences alone — Harvard’s largest body of instructors — has lost roughly $4.5 billion of its own endowment, or $225 million in net budget losses, a Harvard official familiar with the school’s financial picture told The Boston Globe (“Harvard Looks to Tighten Its Belt,” Nov. 11, 2008).

Despite Harvard’s belt-tightening measures, the school says it still intends to implement new initiatives that expand financial aid offerings for low- and middle-income families.

Many educators are excited about the potential impact of the
proposed GI Bill, legislation that has gotten the nod by President
Bush in its current form, according to an article in Inside Higher
Ed (“Gauging the New GI Bill,” June 20, 2008).

“I think that expanding the GI bill, making it more generous, can be
one component of really expanding access to higher education for
people who come from disadvantaged backgrounds,” said Suzanne
Mettler, Cornell University professor.

Current GI Bill benefits, worth only $1,101 monthly, have not kept
pace with the escalating cost of a college education. Many experts
believe that the current level of veterans’ benefits — used
primarily by those from low socioeconomic backgrounds — are not
enough to help veterans attain a decent college education.

But in the next couple of weeks, the Senate will vote on a revised
version of the GI Bill that would:

Increase education benefits to cover up to the cost of in-
state tuition at the most expensive public college in a veteran’s
state

Offer a monthly housing allowance

Provide $1,000 a year for books

Open up the option of allowing transferable educational
benefits for a veteran’s spouse and/or children

Benefits Unlikely to Affect Vets’ Choice of School

Educators at some two-year schools, where about 40 percent of GI
Bill recipients pursue their degrees — are concerned that their
enrollment numbers will dwindle significantly once these soldier-
students are able to attend more expensive institutions.

However Keith Wilson, director of the Department of Veterans
Affairs, says that may not necessarily be the case. He says the new
bill isn’t expected to radically alter how and where veterans will
attend college.

“In my experience, I’m not sure that’s necessarily true. I think
convenience is still going to be paramount,” Wilson concluded.

Regardless of how the results of the bill shakes out, James Wright,
president of Dartmouth College, says veterans should be able to
choose the college that is the best fit for them and believes the
new Bill will allow them to do so.

“Those who are coming out of the military should be able to think
about going to the best schools in the country,” Wright said. “They
should be thinking about going to the colleges that most meet their
